I believe it will. There is nothing suggesting that it won't have cortana, and developers will need to test their apps to work with cortana.

The word is, Cortnada will be US only on the Preview program... ON release (14th) but, will come to other locations later. Nothing has been said if it will come down during the Preview program or they will have to wait till release.

If 8.1 update was not good then Indian people would be turning to Android or iOS....
Indian are frustrated about WP apps and games, worse multitasking, no background app running...
And I bet 70% of people are going to do that....
