Is there any way to download apps to a windows 8 pc, that you bought on windows phone 8?

For instance if you buy halo spartan assault on windows phone, do you have to pay for it again to play it on pc?

Unfortunately, they are 2 separate games. You'd need to buy the Windows 8 version for your PC.
