I think the layperson has no idea how long it takes to develop quality software. They think you can churn out giant updates every 6 months? Think again.

Exactly this. However they do need a yearly schedule so people have something to look forward to and OEMs can plan their products better. Also the WP group needs an artificial deadline to keep their feet to the fire.
