Windows starts up in a resolution to big for my tv screen

Windows 10
I cannot change the resolution size. Ive tried personalization but it opens off screen so I can't see or use it.
I've tried resizing the current window.
I'm stuck in the top left corner staring at 6 icons
Any help will be gratefully appreciated
