Won't Power Off - Only Restart

My Lumia Icon will no longer power off. It restarts every time. Anyone else having this issue? Any fix? Thank you.

Yea, exactly, the phone will NOT power off if it's on a charger or plugged in. I wish it would. I remember in the old phones, the battery would charge in almost 1/2 the time if the phone was off.

This is normal for Lumia phones.

Weird... I don't remember this pre-Windows 10... maybe it's just because I haven't used the phone in a long time

Yea, I know. My LG G3 if powered off, will go to a charging screen but, the OS is not loaded, it charges the whole phone from 10% to 100% in less than an hour.

My ICON, about 2 hours minimum...
