WP 8.1 family safety?

I am trying to get family safety setup on my 11 year old's windows phone as I obviously do not want him being able to browse inappropriate websites.
I have the phone added to "my family" at windowsphone.com, but this only allows you to restrict apps and nothing else.
On Famiysafety site, his phone is showing up, but when I select it, it says he is not currently associated with any accounts.
I have deleted and re-added the device many times to no avail.

Microsoft recently made an update to Family Safety that has broken multi-device support. It's really bad.

I don't know if what you're experiencing is part of that, but I can say that there are no web browsing controls on Windows Phone. It's very unfortunate and another example of Microsoft half-implementing good features and then never improving them. Web controls work very well on desktops and tablets, but phones only have app restrictions.

Seriously, that is rediculous.
Unless I can find some 3rd party app to do the parental controls, I am going to have to give up on Windows phone and switch to Android.
