WP Store won't let me buy anything. Debit card problem??

Ok so let me give some details.I'm from Romania and i have Visa Electron Debit card ,added it as a payment option with all the correct details checked and rechecked, funds available on my card and my region is set to Romania on my acc and phone but whenever i try to buy something i always get "its possible your credit card has expired(its not) ,try another payment method" or "payment method could not be authorized" if i try to buy from the website directly.
My phone is a Lumia 520, i've had it for some months now and was never able to purchase anything due to this issue. It only seems to be a problem with the Microsoft store because i have used my card with the same details to buy from stores such as Steam, Battle.net, iTunes, Origin, Humble Bundle, and everything worked perfectly.
Any advice or help would be greatly appreciated ,i don't know what to do anymore and i don't want to be forced to change my phone/OS , i really like WP 8.1 so far.

I suspect the problem is that a Debit card is not a Credit card. I also have a Visa Electron Debit card, but when I tried adding it as a payment method I was prompted to use a credit card instead of a debit card... and since I don't have a credit card I used PayPal for the Windows Store.

I use my debit card on WP 8.1 and all MS products I'm from the U.S. so I don't know how it works in your nation.

I guess i have to try Paypal. It sucks though because i used my debit card just fine on other online stores, dont know what the problem is with Microsoft.

You can use debit cards with Microsoft. However, the transaction may have been blocked by your bank of it's the first time you've tried to buy an app

It is the first time i'm trying to buy an app on WP store but i bought several apps on iTunes and everything worked fine there, why would my bank block the transaction with MS ?

Banks block things that are abnormal for your history. First time purchases are often blocked.

I had this once after I erroneously entered an incorrect expiration date. Did you verify that you entered it correctly?

Yes ,several times but no luck. Still getting the same error message.

I also have the same problem. I guess I have to contact my bank. I tried paypal and when I enter my card details it says "The bank that issued your card didn't approve this transaction". I'm frustrated at the moment.
