Asking the same questions many times won't change its meaning though
You need to install Preview for Developers app and have the 8.1 installed. v8.1 is not yet officially released. You can have developer's preview as they have it for now.

You have to download preview for developers to get the update and get registered to app studio.

Sign up for WP developer download developer preview app check the box for give update of then check phone updates.... Download and enjoy...i would say to wait now because it's not much far that WP 8.1 will be officially released

You won't get the update because Microsoft sees how annoying you are. You are now blacklisted from the 8.1 update and any future updates thereafter.
