Wrapping internal xap for windows phone 8.1 update 1

We have made or own company app and love to deploy.
To create the build(visual studio 2013 update 3)
I signend the app with XapSignTool(certficate). Everything went good.
But when i try to deploy it. It wont go. If i dont wrap it. It installs fine on my unlocked developer windows Phone device.

What am i doing wrong?

Asking this in the official developer forum might be an idea. Not sure there's many enterprise level app developers here (might be wrong though)

I think there is an option when you publish your app on the windows phone store, if you want it to be public or available to your company accounts only. I don't know how exactly it works but it exists.
