it could be a store issue, lots of people have complained of slow downloads and installs
Can the xbox be restarted? Like a pc? Don't know how it works or looks, never seen one

Yes it can be restarted (I have instant on shut off) but Microsoft released a 450 mb update on Friday that seems to have helped some.
