Xbox one/Windows 10 connection issue

I've got both my Windows 10 device and xbox one connected to the same wi-fi, they're both turned on and I've got allow game streaming on in the xbox settings, it still refuse to connect. What can I do to fix this? I also have a better connection than the dude Matt or Mark in the video explaining how you connect the two. Also, I don't have a USB cable for my xbox one controller for my windows 10 device, but my windows 10 device and xbox one are in the same room. Will it still work? Or do I actually have to buy a USB cable for this..
