You can download the Xbox Music and Xbox Video apps on your phone by changing your phone region to United States, rebooting and downloading the apps then switching back your region again. This works for me, however I am not sure if you can sign up for an Xbox Music/Video account like this and continue using the app.

I had tried that, on my windows 8, and it didn't work, but on my Lumia 720 I didn't I will try that.
