It is because Indian ISP's like BSNL, Airtel, Reliance are blocking it on court orders. Change DNS settings in your router to 8.8.8.8, 8.8.4.4 as there is no option to change DNS settings in Windows Phone now.

Some Music Companies filed a case in an Indian Court on copyright infringement. So Zedge website and apps don't work in India. On BSNL broadband it works with just a DNS change in router settings. I suggest you to uninstall this app and open zedge in Nokia Xpress. Turn on Data savings in settings, and voila zedge opens. Set your mobile to 820 and it will remember that.
