If I stream music outside of WiFi, will it stay on my phone in an offline mode? The service fee is all I pay and I can play any song or video I want? For as long as I pay the fee? Is there any drawback? The items I pay for individually are mine to keep to play on any device I want?

Let's say you search the Marketplace for an artist, say, Spoon (shameless promo for my favorite band). Click on the album Transference, and it plays the whole thing. The songs won't stay put on your device, though in the Music + Video hub, it'll show the album in your history for quick access.
All you ever pay is 9.99 a month, though, as rockstarzzz pointed out, the yearly fee is a great deal (99.99 for twelve months, which equates to two free months of service). You can play as many music videos and songs as you like. When I say "play," that means two things:
Streaming; which you can do on your Zune device, Windows Phone, ANY computer (through zune.net), any Zune software, and Xbox 360.
and
Downloading; which can be used to load songs onto your computer, Zune device, or Windows Phone.
So, you've played Spoon and like them, so you start a Smart DJ for them. It plays a few groups you've never heard of before, but like. When you're on Wifi or on your Pc, you can download all the new groups you've just discovered. That way, the next time you start Smart DJ for Spoon, you've got some songs on your device that won't cut into your data. (it'll still stream some new stuff, too).
