I have tried both methods shown here on Windows 10 preview build 9926:
(can't post link) redmondpie > how-to-install-windows-8-app-store-apps-on-different-drive-location

Neither was successful. Changing the registry key had no effect. I could not complete the steps in the Symlink method, and now the start menu does not work. I got as far as copying the WindowsApps folder to my second drive, but when I tried to delete the copy on the OS drive I got "access is denied" errors. I tried it again in Safe Mode, same thing, and the start menu would not work in safe mode either. So, I am about to repair my install to restore the start menu and undo any damage done.

If anyone finds a way to do this on Windows 10, please post it. I hope Microsoft makes this a core feature in the release version. I seem to have the common situation warranting this feature: small SSD for Windows and a large secondary HDD.
