The Battery Saver app doesn't work, but if you go to Settings-->System, you'll see an option for battery saver, which seems to work. You can even pin it to start by long pressing on it.

Ermm.... Not really. No control over what runs in background. Crashes from time to time...
There is a background apps option which lets you turn off apps running in the background
Yeah, but it doesn't, as of yet, give you the fine control that we currently have in 8.1....
