Wifi not working properly, can't use phone as a "phone"

So I recently updated to the newest update on the fast ring, the update that went out 6/26/15, and now the wifi will not turn on, at all, and I can't use cellular data. I can't access anything, not even phone or messaging. every time I attempt to turn on wifi it says "Not available".

Have you done a Hard Reset (factory) after the update? Many people find problems resolved after a reset.
