How can I add a podcast without a subscription on Win10 phone

I have two podcasts I want to hear on my phone.

One is only available as .mp3 files from the content provider. On win8.1 phone I could do this by manually creating a subfolder in the Podcast folder. That no longer works on Win10 phone.

Two is actually a legit podcast - Planet Money - however when I search it in the Podcast app it shows up greyed out as if it is already subscribed. But it is not subscribed.

Also - in both cases I went ahead and put them into subfolders under Music/Podcast. In the case of (1) the files show up as music. In the case of (2) they don't even show up. Explorer on my laptop shows the files are there, but they are not shown in the Groove app for (2).

This is extremely aggravating as I effectively cannot listen to Planet Money, one of my favorite Podcasts.

My 10 phone is updating now so I can't check.
There is a Planet Money app for 8, check to see if it is there for 10.
On (1) I just download the podcast from the website and let it show up in my music. No folder messing
