Auto publish firmware confusion

Ok so MS is going to start publishing firmware updates to devices now and i have some doubts which i want to clear..
1. Are 8.1 devices going to receive FW update starting from 3rd or later?
2. FW updtes will be depening upon carrier or will be released to all together worldwide?

1. No, currently the provisioned firmware only includes the WM10 devices. WP8.x may or may not (for the most part) get firmware updates unless they area pending bug fixes. They won't be rolling out until later.

2. Carrier approval is still need for carrier branded devices. Factory unlocked devices get them early.
