I would add on the question: Can we roll-back to 8.1 after we do the OTA or manual upgrade via Upgrade Advisor?
 
No "Upgrade Advisor" or "UpdateAdvisor" in the Store for me. =-[. Also did the manual "Check for updates" in system settings, and it lies and says that my phone is up to date...

Lumia 635 on Boost Mobile in the US.
 
My 930 here in the UK just upgraded. I was never part of an insider programme so its a bulk standard everyday user upgrade. It did stall at 63% of data migration, but a restart sorted it. An extra update just came down offering the double tap turn on feature. Everything seems to be working fine so far.
 
Following a link from an article to the Store, I was able to get Upgrade Advisor onto my L635 1GB on Boost Mobile in the US. Unfortunately, it says that it's not eligible. =-[ I wish it said why... I'm guessing Sprint/Boost are not playing nice? Sigh.
 
Yes, the Upgrade Advisor app was necessary, Lumia 930 UK. Downloading and installing went well. :)
 
I have a 929 / ICON, I guess I'll be waiting for ever like everything else on Verizon with a Windows Phone
