The Windows 10 Start Menu / Edge crashes after a power failure

I upgraded to windows 10.

Yesterday I was browsing with Windows Edge and there was a brief power outage--the computer shut down.

When I turn the computer back on, I can see & use my desktop (the sea of icons), but the Start Menu fails with this error:

"Critial Error: Your Start menu isn't working. We'll try to fix it the next time you sign in."

The computer restarts but the same failure occurs.

Also, the Edge icon in the Tray no longer brings up Edge.

When I click the Edge icon I can see the blue Edge startup window briefly flicker and then go away.

Other users can use their Start & Edge fine.

How can I fix this?

This Powershell scriptlet made my Start Menu and my Edge Browser work normally again:

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
