This worked for me and also repaired windows explorer not auto refreshing.
Reboot the PC while holding down the shift key and keep it pressed until a menu appears on the screen
Click the first option, Continue booting: and be patient
Let me know if it fixed your problem

PS Microsoft are working on a permanent fix for these problems

Use the Shift + Restart combination

Another way of getting into Safe Mode in Windows 10 is to use the Shift + Restart combination. Open the Start menu and click or tap on the Power button.

Windows 10, Safe Mode, boot, recovery, repair

Then, while keeping the Shift key pressed, click or tap on Restart.

Windows 10, Safe Mode, boot, recovery, repair

Note that you can also use the Shift + Restart combination from the Sign In screen.

Windows 10, Safe Mode, boot, recovery, repair

Then, Windows 10 will reboot and ask you to select an option.
    Select boot!!

Ok, I booted it to Safe Mode. Both worked fine. But when reboot it to normal mode. No more Start/Action center...
Is there anything needed to do in Safe Mode?

The Shift+Restart --> Continue, or Safe Mode --> Normal mode ideas are not working for me.

Left-click Windows start button not working. Start button on keyboard not responding. Search field on task bar not working. Finder windows occasionally hang.

Google "start button not working" and you'll find a solution.
