Why are my SMS notifications muted?

SMS notifications muted

I've noticed today that all my SMS notifications are muted unless the messaging app is open.

I have checked all my settings and nothing is muted at all, I'm on the Lumia 930 on the latest build of 10.

I've resolved it disabled the background setting for it.
