    I go to my offline maps in setting and click on the maps I have downloaded and nothing happens.

    your offline maps have been downloaded but you can't open them directly.

    Go to maps app and then navigate through the maps that you have downloaded. Do this without an internet connection and you'll see most basic features are present like roads, streets, buildings etc
