Creating new user account will not allow work email address

I need to create a new user on a new Windows 10 pc.* I get an error:* "You can't sign up here with a work or school email address.* Use a personal email....".* This is a business pc not a personal pc.* How can I create a new*user account using a business email* address?

What version of Windows 10 is it? Home, pro, enterprise?

It's Home. I've found additional information about this. Evidently Microsoft made a change last week in an effort to consolidate accounts (so-to-speak). It sounds good on their part, but I'm at a loss at how to proceed. My impression at this point is I will have to create Outlook email addresses for users, which isn't a good solution. If anyone can enlighten me toward another solution, I'd appreciate it.
