Windows explorer needs restarting after logging in.

For the last couple of days, I have a new issue.

I have my main user profile, which after logging in, I have a start button issue (pop-up said there is an error and forces me to logout), and can't right click on items in the taskbar. If I open task manager and then restart Windows Explorer, then everything works fine, until the next login.

If I use a different account on the same machine after login I don't need to restart Windows Explorer, and everything works fine.

Not sure it make any difference, but it's Windows 10, 64bit which was upgraded from Windows 7 Ultimate - 64bit back last year, when Windows 10 was a free upgrade.

Anyone point me in the right direction here please? Re-installing Windows 10 is clearly not an option since I can't re-upgrade Windows 7 and I don't have Windows 10 media and keys.
