Can I stop my pen being a standard touch input on Redstone 3?

I have just installed Redstone 3 on my Surface Pro 3 (i5, 128BG, 4GB RAM) through the Insider Preview (build 16299.15). I am happy with most changes except for one: My Surface Pen now scrolls and behaves more like a mouse cursor. I was happy with the way it behaved before because I could use it as a live pen to select text and perform certain functions in some apps. For example, I can no longer select text in Edge. Many may not use it but the LDS Gospel Library app supported live highlighting using the pen previously. Since the update this does not work.

My question is this: Is there a way to revert the way the pen interacts back to how in did previously without reverting to a previous build? I would very much like to stop my pen behaving just like a finger touch input. I always liked how they were different. In my opinion, it's a backwards step. I might as well use a capacitive stylus half the time now.
