Windows 10 - Android Emulator

Hello,
I am looking for a program that can emulate Android so I can run Android Apps on my PC.
Are there any programs that currently run Android 8
0 and that will be updated in the future with new versions of Android?

There seems to be a few topics about this. There’s https://www.bluestacks.com but I don’t think it runs the latest version of android and it doesn’t play nicely with every app from the play store.
