    I am trying to allow Cortana to give me notifications. When I go to the notifications page in Windows 10, the notification button is "off" for Cortana, Skype, and other programs -- and the system will not allow me to turn notifications on. How can I turn notifications on?

    Is the setting "Get notifications from apps and other senders" enabled? It's above the list of apps in the Notifications & actions area. It needs to be enabled for any app to send notifications. If it's off then all the apps will be off.
