New Windows 8 user with a few questions.

I just got a laptop as an early Christmas gift yesterday. It came running windows 8 and i have been getting the windows updates and they finally completed and i need some more help.
1) Can you download windows 8.1 from the store without a Microsoft account? (My dad is the administrator and he doesn't have an account, and i want him just to have to login to admin and then download and log out.)
2)How can i put apps on the desktop?

You definitely need a Microsoft account to download apps. You can sign up for one. Once your dad logs on to the computer, you use the Microsoft account to download the app/updates.
You can right click on the desktop and create a new shortcut for the app you want (if it is a non-metro app). Or right click on the app and pin it to taskbar.
