Can this be enabled on "non-supported" devices?

No, Windows Hello has to be supported by the hardware.

Sadly no, Windows Hello cameras have specific hardware to support the feature. You can't just force it on in software.

You can, however, plug in a cheapish fingerprint scanner from ie. Amazon. Then you suddenly do have supported hardware. Just make sure the scanner in question is Hello compatible as older ones (even older Microsoft ones) will not be. You could get a camera, but they are usually more expensive.

It's possible nowadays. I'm using Windows 10 pro and on the MS-sites where it's explained there they write that it's possible to unlock with Windows Hello throw Hello devices. Both must be in an Azure directory or map. I'm looking for further instructions but not found them yet. Maybe someone on this site can make an instruction to install a Lumia950 as Hello device. Ask Dan I'm thinking.
I want to use my Lumia950 for it. I'm using it also for locking my laptop with dynamic lock throw Bluetooth.

My Alienware 18 isn't supported but if I set it up it uses a pin instead of facial recognition.
