Would windows 10 for phones would finally allow me to keep my start screen clean without tiles, i.e keep only the background image between the tile spaces and nothing else?

yep it would be possible as it is possible now but now there is no point in doing so because you'll get either black or white colour but with Windows 10 that would make sense

Well tiles will still cover the images only they are translucent now. Ofcse that's optional too, I like the WP 8.1 implementation better. And here's a W10 screen shot.

But don't you think people migrating from other platforms would find this useful.I mean those who don't like metro design. Or they could just pin the basic calling and messaging tiles and the rest would be blank and only background image.

I dont think so, tiles are the identity of WP and if someone don't like it then they are better of with android or iOS.

I really wish they would include an option to have a both types of backgrounds at the same time. Would make for a really cool effect if you ask me

In one of the screenshot I saw there is an option to remove background photo and keep the basic black and white and you keep the current parallax effect like you have it now.

Yeah I know that, but I'm wondering if you can have it with the parallax effect, and also be able to replace the black background with an additional image.
