In order to figure out the number, one mearly needs to figure out how he got it. Most would think the number was derived by a complex equation adding forward, but that would have been too simple, thus one needs to first identify what the number is and then work backwards towards the true answer.

The number 1316 is dyslexic H@X0R speech meaning "ie ig."

When the above is put into a Bing search, the first link to come up is the following:

​I think you are right but I think that it will be the same build as the Windows Phone version and both will be released at the same time.
