How windows 10 phone handles notifications and multitasking ?

In windows 8.1 multitasking is pretty lame . Apps suspended hampers usability and may not be practical in every case. Notifications don't come in time . Few days back I saw an error in whatsapp Microsoft notifications error . This is pretty irritating. Are these niggling issues still there in win 10 for phones ?
 
Current W10 builds are still to "buggy" to notice these kind of improvements.
 
Having only one foreground app at any time you don't need a true multitasking, it only eats up a battery. Especially if that background processing would be polling of the resources periodically. Having good (push) notifications should be enough for most cases.

so in windows 10 for phones notifications are better ?

Too soon to tell. I think we will know more after this new build is available. In 10080 let's say Outlook notifications worked very randomly, the same with live tiles on Start screen, most of them were dead :D
