It's not 1/3rd or any percentage Android. It has some Android bits, but its more like me wearing a hat from Japan rather than being a quarter Japanese.

Windows, from NT up have always had a Unix compatibility layer that is mostly unused. Someone theorized that this may be being used in part to support Android apps. this would be a long way from 30% of anything and doesn't actually mean any Android stuff is in Windows, simply that a compatibility layers exist. Time will show how Android apps run on WM. And that will then give an accurate picture of how everything is really implemented.
