Why can't I open apps after installing Win10 mobile build 10166?

Cannot open apps after installing win10 mobile build 10166

after installing build 10166 on my lumia 920, when I open most of my apps, an error is displayed:

"[appname] can't be opened. An app update may be available in the store."

and the same error is displayed when opening the store app.

I cannot hard reset because the error is also displayed when opening settings.

Oddly enough a few restarts fixed it (while trying to get it to restore using the WPRT) when I had it running on my 920.

If not, get that WPRT or LSRT fired up and restore the phone and upgrade again.

hard reset using the key combo.
