Emulator will not run

I am looking to purchase a Windows Phone so that I can run applications written for Windows Mobile 6.5, and then extend the applications with extra capabilities and functions.

I need to run an emulator to ensure that existing applications will run, but on downloading the software and installing it, it will not run. The various menu items exist on the start menu, but they do not respond. The laptop is running Windows 7 Ultimate 64 bit and I am trying to install Windows Phone 7.1 emulator.

Will applications running on WP 7.1 also run on WP 8, and therefore the latest phones?

You're going to buy a WP for running apps for WM?
Whoa there. No support for WM apps on WP.

Most WP7 apps will run on WP8, with the exception of some games.
