Wp8.1 wallet problem

Cant add any credit card on wallet app,lumia 640,there si no option to add credit card inside app...only if i try to buy something i can choose to add credit card,but when i try that, i can not change where i'm from,it just stand greyed out "USA" so i cant add my credit card

I'm from croatia,if it matters

On my old lumia 520 i had option to add credit card in wallet app and everything was fine

Second-when i try to purchase something it shows me option to buy with paypal,does that mean it adds paypal account under wallet,does it saves it? Or its just for that purchase

Solved my problem in half minute,after having this problem for weeks

I changed my regional settings from english (usa) to croatia,reseted phone and wallet showed my card in wallet app,since it was added in my microsoft account when i used lumia 520...great!

Still no option to add credit card in wallet app but can add when trying to buy something
