I tried to search for this in the forums but no answer. When I search for a restaurant for example, I get a list of apps I can open the result with (e.g. Yelp, Here Maps, Foursquare). But one very annoying thing is that it doesn't show my installed apps at the top of that list. Instead the order seems to be completely arbitrary.

I would think that the order should be installed apps first, and only then suggested apps. Is there a way to change this so HERE Maps and other apps that are installed on my phone will appear at the top?

    For example:

When I search for a restaurat, I'll get the following list:
    Yelp (installed on my phone)
    gleek (not installed)
    Hopstop (not installed)
    foodspotting (not installed)
    local deals (not installed)
    Location finder (not installed)
    HERE Maps (installed)
    Here City Lens (installed)
    Foursquare (not installed)
    HERE Transit (installed)

You probably need to wait for an update from Microsoft. The Editors wrote an article about this a couple months back, when the change was made.
