4-5%/hr is normal. For those who want to make the most of their phone (4G on, data, location and all apps (except for Here Drive) running in the background), this is about right. Depending on what iPhone you have the optimisation plays a part - Apple heavily optimise iOS for their hardware. Although, I can tell you my brother's 4S hardly gets a day of usage with 3G and data off.
