Can I use my computer to connect the Nokia Lumia 730 in order to download speech, keyboards etc?

can i use my computer to connect the nokia lumia 730 to in order to download speech, keyboards etc

I have tried lots and lots of times to download speech and/or keyboards to my lumia 730 but constantly get unable to download, tap to retry. I am now fed up of repeatedly trying to download these and getting failed all the time so I wonder can I connect the phone to a computer and get them this way?

No, that is not possible.
But if you are on W10 TP this is a "common" problem.
