Why can you pull down settings before pin or iris scan? Does not seem proper.

Need a security update. Should not be able to perform changes without pin or iris scan.

You're probably able to access it because you're within lock-screen timer.

No. Try to swipe down from top. You can access the settings.

Um, gotta say this, but so? Nothing on there is too drastic, and when you want to hold down the buttons to go to the corresponding setting, you still need to unlock the device. Also, you can set emails, messages, and the sort to say "Private" so unwanted eyes can't see what you're up to in case they get your device.

Not sure what the problem is, if there is one.

It isn't a big deal, iPhone does this too.

Pretty sure my androids did that as well. I like being able to toggle items on and off without unlocking, but would make sense for it to be a configurable option.
