Hi there bought a Microsoft Lumia 640 today said the phone is locked to 02 put my 02 sim in but won't work ?

Could be a number of factors and we would need more details...

Shortcut, have you spoken with the seller?

Have you checked the IMEI to see that it is not blacklisted? (Try Swappa UK for that)

Is it a new line of service? Did you wait for that line to provision (get authorized at the carrier end for your services)?
