Almost all Windows phones and Windows Mobile 10 phones have this ability.

On windows phone 8.x you have to long press the number in the call history / call list to block and same applies to SMS.

On windows mobile 10.x the process is the same, long press number in the call history to block the number, whereas for SMS you have to open the SMS and tap the three dots next to the call button in the bottom right hand corner and select block number.

I believe iPhones also have that functionality. I don't recall off the top of my head if Android phones have that across the board.

Yup, you can .

In the settings go to about and you will see what version you have.

If you have Windows Mobile 10, then follow the steps for WM10 and if you have Windows Phone 8.x then follow the steps for Windows Phone 8.x

I am not sure if this works for all Android phones but I am sure it works on the Samsung Galaxy S7 (never seen anyone else but a person using an S7 access it).
