Why are my desktop icons flashing Windows 10 upgrade?

Desktop icons flashing windows 10 upgrade

did reserved install and completed with no error notice. desktop icons now flashing and i am not able to access system. taskbar icons are mostly missing - email, etc. and are not functional due to flashing on/off. Any ideas for me.

Mine just started flashing this morning after my machine updated.....but everything seems to work when I click on them. I'll post any new info on this when I have it.
