So in other words, you might be able to get rid of unwanted home screens, or you might not. It depends on whether your device runs a non-stock launcher. However, if you can remove home screens, how you do it depends on the device's launcher. Stock devices aren't stock because they have a non-stock launcher; near-stock devices may have a stock launcher.

Removing and adding additional screens is NOT part of stock Android.

Stock Android devices include the Nexus devices, and the definition may extend to Google Play Edition or Android One devices. For the majority of stock Android devices, the Google Play Launcher is indeed the default and only launcher available.
Motorola isn't stock Android, but it is close. The decision by Motorola to stick with five homescreens may be influenced by what they may think will be easier and useful for users. And to date you are the first person to have complained about this, if you truly have a problem use the Google Now launcher, it's not extremely difficult.
What is difficult however is how Windows Phone is supposed to be an OS that revolves around photography, yet many phones that have no shutter key have terrible camera controls. Users will have to dig into settings, sacrifice one of their notification settings shortcuts to place a camera icon there. How is that easy and user friendly? Is that not also an example of fragmentation? Could Microsoft simply have given a lockscreen camera shortcut?
Most, if not all problems Android users face are fixed by applications on the Play Store, but the same can't be said for the Windows Phone experience. If something isn't to your liking, can't do much about it.
Again Motorola's implementation of Android is modified version of stock, not stock itself(which is the Google Now launcher).
