    Looking to ditch Android, as I cannot stand that nothing I paid for works if I don't maintain a pricey data plan. Do WP apps work more like Apple, in the sense that, if its on the phone, I can use it whenever I need without verification/ad connections?

    On all platforms, this is up to the developer of the individual app to determine what kind of network connection it needs, how much and when. Some apps require varying amounts of data, some don't.

    Yup. That is exactly how it works. You install. And then you use. Unless ofcourse its a youtube video or your internet radio. Things like those obviously require a data connection.
