WP App for Desktop can't sync from phone, sees no content.

I somewhat recently stopped being able to sync to or from my HTC 8x (WP 8.1 v8.10.1429.341) so I downloaded an updated version from a live.com site. I'm still unable to sync to or from my device except by manually copying files through explorer.
does anyone else have this problem/a fix/a reason?

Try using USBDeview to clear out all the WP drivers... View any installed/connected USB device on your system

Right click the .exe and Run as Admin.

Delete any Windows Phone or HTC related drivers. Then plug the 8x back in to USB and let the system install the drivers anew.
