Some apps has a built-in QR Scanner, but it only works with that app. Like, for example, Whatsapp and Wechat for the WebChat function.
How can I do if I need to scan a QR Code, generally?

Open the camera app, go to lenses and select Bing Vision. It will let you scan QR codes.

Or if you do not have cortana enabled. Tap the search button ( bottom left) . Than you see the bing search and on the bottom you see 2 icons tap on the "eye" and the scanner will open.
