How can I block unwanted calls on my Lumia 521 8.1?

i have had 3 lumia 521 8.1 phones i can't get the call block to work T

The phone want let me block any unwanted calls. it just tells me it should work and try again. can anyone help. Thanks

To block a call go to settings > call+SMS filter > enable block call+sms.
You can now block call but only if you had a phone call. So you can not add a number which never called you.

If above does not work you have to contact your carrier because they probably disabled this function in your phone.
